Housing Development Endorsements

The Housing Leadership Council of San Mateo County is committed to preserving and expanding the supply of housing for the residents and workforce of our county. Toward that end, we welcome the opportunity to advocate for quality housing with a full range of prices and types that will enhance the quality of life in our communities.

Recognizing the difficulty that housing developers face as they navigate the local entitlement process, we believe that gaining our endorsement will aid a development proposal move toward completion. The process is described in our Endorsement Procedures.

HLC-SMC endorses projects that meet the qualifications described in our Endorsement Goals and Criteria matrix. We encourage careful review of these criteria as we do weigh them when reviewing applications. Project endorsement can take a variety of forms in lieu of or in addition to our formal endorsement letter.

The endorsement process and application form are quite straightforward. We encourage developers seeking a project endorsement to review these materials then give us a call so that we can customize the process to fit the stage and circumstances of a particular proposal.

Bay Meadows II
Bay Meadows Phase II would provide 1,250 to 1,500 units of much-needed housing near transit (CalTrain). Bay Meadows is an excellent example what the city envisions through the draft Rail Corridor Transit-Oriented Development Plan. A minimum of 10% of the units will be below market rate, although the developer has expressed interest in working with nonprofit developers to construct the inclusionary units, which could increase the below-market portion to 15%. We understand the developer has committed to paying prevailing wage to the workers building the project, thus contributing to economic development through the jobs it will provide. Belamor
With its close proximity to BART and downtown Millbrae, Belamor’s 133 units are an excellent example of transit-oriented development as envisioned in the city’s Station Area Plan. HLC would also like to note the development’s thoughtful design, which will be a landmark on El Camino Real and Broadway, its density, and the inclusion of 15% as below-market units affordable to very low- and moderate-income households. It is our understanding that the developer has committed to hiring an all-union workforce to build the project.

Belmont Apartments
Twenty-five unit, three story development, with five apartments, community rooms, and parking on first floor. Second and third floors are ten apartments at each level, built around an open courtyard on the first floor podium. All parking is on-grade. Because building sits in a “hollow” behind the buildings that face El Camino Real and the elevated Cal Train tracks, it is no taller than the buildings on El Camino Real or a passing train. Serves adults with a primary mental illness who may have concomitant problems such as chemical dependency, developmental disorders, HIV/AIDS or physical disabilities.

College Vista
A 44-unit apartment home development for teachers and staff of the San Mateo Community College District.

Courtyard at Bay Road
The development will provide new homes for 74 households at below market rates. The development targets very low-income residents, those earning between 30-50 percent of the area median income. Nearly one third of those proposed units are three-bedroom apartments, unit sizes that are in particularly short supply. The development includes a computer center and facilities for an after school program. A community room will be available for resident use as well as bar-b-que and community garden areas. Photovoltaic cells will be installed on the roofs to reduce electrical utility reliance and provide savings for residents.

Cummings Park
16 1-Bedroom lofts and 18 2-Bedroom townhomes with retail, located between Office Depot and Design Expo in East Palo Alto.

Grand Oak Apartments
Provides housing opportunities affordable to 43 families in the community at a wide range of incomes. HLC applauds the participation of both the City of South San Francisco and the County of San Mateo in this development. It is our understanding that the developer will pay prevailing wage to its workers. Thus the construction of the development will contribute to economic development through the good jobs it will provide to local workers.

Landmark Daly City
This development includes 15% affordable units, as well as for its location near transit, quality design at an efficient density, and for other benefits it will provide to the community, such as parking for the War Memorial Center, jobs for local construction workers, and a mix of uses.

Mandalay Terrace
A mixed-use development on 8 acres of land at the corner of Sister Cities Boulevard and Bayshore Boulevard in South San Francisco. The proposal includes 253 residential units in a high-rise, and two commercial towers that will include 44,000 net sq ft of retail. 33 below market rate units will be included in the residential tower for households making 80-120% of area median income, and 43 units will be produced off-site for households making 50-80% of AMI.

Mariner's Island
Mariner’s Island, is a 73 unit condo project that will include 7 below market rate (BMR) units affordable at 80-120% AMI, as required by San Mateo’s Inclusionary Zoning ordinance. The developers have also committed to use union labor, thus assuring quality construction and workmanship.
