7:30am - 9:30am: HLC Legislative Breakfast. With the passage of Plan Bay Area last fall, local communities are being incentivized to focus growth in transit accessible areas like downtowns and the El Camino Real (Grand Boulevard).  The question now is how to pay for the infrastructure needed to enable these areas and ensure average workers can afford to live in these areas too.  Is Governor Brown’s recently signed AB 471, which establishes new Infrastructure Finance Districts (IFD), the answer?  Our panel will be looking at this any many other issues percolating both locally and at the state level to address these critical gaps.
