Mark Moulton, Executive Director
Mark has extensive experience working with small teams to create new businesses. After successful partnership starting companies in residential construction and design, Mark entered the nonprofit sector in 1993 when he was invited to work as the first employee of Peninsula Habitat for Humanity. He started with volunteers to build and then lead a professional staff and Board as Executive Director for nine years. He directed teams that acquired building sites, raised over $20M while keeping a wide community network of volunteers building homes with more than 75 partner families.
Since 2005, Mark has consulted for both nonprofit and for profit organizations. He is Chairman of the Board of Acqualogic, Inc., a company making modular waster water treatment solutions worldwide.
As a volunteer, Mark recently completed three terms as a founding Board Member and Board President (2005-6) of the Housing Leadership Council of San Mateo County. He is currently President of the Board of Concentric Media and a partner in Fund for Peace Initiatives.
Mark is a visual artist with published books of studio work and poetry. He received his BA in Studio Art from Stanford University, and lives in Redwood City with his wife Lisa, a landscape architect and artist.
Joshua S. Hugg, Program Manager
Josh joined HLC in August 2009. Following a nearly 20-year career in semiconductor engineering, Josh decided to make a transition to public service, and obtained a master's degree in public administration from San Jose State University in fall 2009. Before coming to HLC, he held several management analyst internships with San Mateo and Santa Clara Counties. Josh is an active community volunteer and also serves on the Planning Commission for the City of San Mateo and is on the Board of Directors for Peninsula Conflict Resolution Center (PCRC). He holds an undergraduate degree from Rensselaer Polytechnic Institute.
Serena Ip, Business Coordinator
Serena joined HLC in November 2009 as a part-time Community Builder, and transitioned to a full-time Business Coordinator for HLC and HEART' in 2012. As a life-long resident of San Mateo County, she is passionate about seeing sustainable housing and community development as a priority in her community. She received her BA in Urban Planning and Sociology from the University of California, San Diego, and received her Masters in Urban Planning from San Jose State University.
